What Is The National Commission For Backward Classes Act (NCBC Act) , 1993?

The National Commission For Backward Classes(NCBC Act) deals with the investigation, complaints & welfare measures of the socially as well as backward people. NCBC is an authority to advise & promote the overall development of the socially & educationally backward classes.  

Important Sections Of The Backward Classes Act, 1993

Section 1 of the Act – This states that this act will be known as the National Commission For Backward Classes Act.

This act will be applicable all over India. It will come into force on 1st February 1993.

Section 2 of the Act – This states that  

  1. “Backward Classes” – It means all the citizens of socially & educationally backward classes. But, it does not include Scheduled Castes & Scheduled Tribes.
  2. The term “commission” means the National Commission For Backward Classes. 
  3. The term “Member” means the member of commission & includes chairman.

Section 3 of the Act – This states that the central government will form a commission for the welfare of backward classes known as the National Commission For Backward Classes.

The members in the National Commission – 

  1. Chairperson ( Judge of High Court or, Supreme Court)
  2. Social Expert
  3. Two-persons expert in all backward class matters
  4. Secretary (One Member) – Secretary rank official from the Central Government

Section 4 to 8 of the Act – This states the terms & conditions for the service of the chairperson and different members of the National Commission For Backward Classes.

Section 9 to 11 of the Act – This states that about the – a) function & role of the commission b) Powers of the National Commission For Backward Classes c) Periodic & Regular Revision of lists of the central government.

Section 12 to 15 of the Act – It deals with the grants made by the central government for the National Commission for Backward Classes.
