No Govt. job if more than 2 children

Uttar Pradesh Population Control Bill mentions special incentives for people having 2 children and restrictions for those having 3 or more children. The draft proposes stringent measures to restrict couples on having more than 2 children and grants free education to people who opt for voluntary sterilisation.

Reason:

The law commission of Uttar Pradesh thought to introduce this bill as a reason for controlling the population.

Special Incentives:

1. The proposed law offers multiple incentives to families having 2 or less children. Additional benefits are the government employees, subsidised purchase of plots, 3 % increase in EPF, preference in educational institutions.

2. People having just 1 child have 2 additional benefits which includes free healthcare for the child till he/she attains 20 years of age, preference for admission in educational institutions including IIMs and Institute of Management Sciences.

3. Couples who undergo voluntary sterilisation after 1 or 2 children will be rewarded with rebate on utilities and nominal interest  on loans for housing. The draft added that parents who undergo sterilisation after 1 child, education of one child will be free till graduation.

Incidental Effects:

1. The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021 shall come into force after one year from the date of publication of the bill in the Gazette.

2. The provisions of this Act shall be effecting the age of marriage of young couples and now the laws will be more stringent about 21 years of age of boy and 18 years of age of girl.

3. Maternity and paternity leaves for public servants with full salary and allowances and 3% increase in lawyer’s contribution fund.

4. Centre and NGOs will spread awareness about family planning methods by distributing contraceptive pills and condoms and ensure mandatory registration of pregnancies, deliveries, birth and death across states. 

5. To control the population of the state for promotion of sustainable development.

What if more than 2 children:

This Bill also has the provisions for the people who will violate 2 children policy:

1. Such families or people will be barred from the government schemes and perks 
2. Such people will be barred from contesting local body elections or applying for govt. jobs
3.  Limitation on ration card units to 4

Uttar Pradesh and Assam’s government scheme will slowly implement population policy for these schemes.
