What to do if the police is not taking a complaint?

Police is taking my complain, first'i visited they behave rudely as i was there to complain my loss car key. ok that is normal, but they said u have to take notary from advocate. i took notary for the same , then i visited next day in the morning, they said we haven't ask for notary, go n meet that officer they will come after 14 o clock, then i visited station at 15:30 o clock, then officer said the same , i haven't ask for notary, come after 20 o clock, then one of the officer outside said. this is your problem, what can we do in this , so till now nobody register my complain
