What Legal Action can be taken for Not Returning Money?

I expressed interest in purchasing a property in my area and contacted the seller, who agreed to sell it and executed an agreement. He requested an advance of ₹2,00,000. However, I later discovered that he had already sold the property to someone else. When I confronted him, he stated that he would return my money within one month, and I agreed to wait. However, after four months, he continues to delay and claims he will return the money next month. Despite numerous discussions, he remains uncooperative and speaks rudely.
