Can I challenge a fraudulent NOC for property ownership?

My mother’s shop was there we are six brother sister our elder brother fraudulently took signature on NOC in 2008 and transferred shop in his name NOC is notarized but unregistered we came to know now can we challenge the NOC now and get property decree
