Can I take legal action to obtain death and heirship certificate?

I have purchased a land in West Bengal under Baraipur PS in 2017, I am not able to do the mutation/transfer of the land as the BLRO office is asking for Death and heirship certificate of the decreed person in which name the land is recorded. Is there any legal action I can take on the Sons to obtain Death and heirship certificate?
