Can I travel to the USA without receiving the notice?

I got a new passport in November 2023 while living in a rental apartment. However, I moved to a different rental flat in March 2024 before the police verification was complete. The police officer refused to verify my address, citing my new location. The passport office sent a show cause notice on June 16, 2024, but I haven't received it yet. I’m concerned about traveling to the USA for my studies in August. Will my passport be impounded, or can I travel and address the notice later, since I haven’t received it yet? I do not have any criminal cases. What should I do?
