Can RTI be transferred to State Government?

I filed RTI with State home dept seeking some info about arms act. They replied info. already available on public domain. I filed 1st appeal stating insufficient info on public domain and asked questions. they replied and letter stated that RTI is forwarded to different authority for action. and my address was quoted for correspondence in district magistrate office. What does it mean?
