Documents stuck in collage and not returned

Sir, i submit my documents to the collage for admission, but due to financial crises i was not able to do procedure like enrollment, exam form, schollership form submission ,and i decided to take the document return , after visiting to the collage they are not returned my documents and asking for fees , but i was not attend the collage,not attempted any exam ,so for what they asking for fees
