Money recovery issue

I registered a promissory note at the subregister government office and lent my house owner an amount of Rs. 11 lakh. But in that promissory note, I didn't encumber any of his assets. He took out a property loan in the sum of Rs. 5 lakh against the house, which is registered in his name. He has now fled, and I am still residing in his home. Can I sue in civil court to get my money back?
