What can I do if college is not giving a leaving certificate?

I'm currently in 12th and I want to leave my college and take admission in another college, because this college attendance is compulsory and they trouble and target us for silly reason like haircut, books not brought etc... So I wrote an application to the college regarding leaving certificate and I wrote that I'm leaving because of personal reasons... And when they asked why you're leaving I told that my college and class timing doesn't match...and I have already took the admission in another college, so I asked them that why are they denying me to give LC so they said that how you can leave college from middle it's already 2 months we do not give LC in middle and I haven't paid their 12th fees yet and I'm ready to pay the fees for 2 months and they also said we are having budget issues because many students have left... So what should I do please guide me
