How to legally recover my money?

I took the help of an education consultant for admission abroad. They had four packages (Package 1 to Package 4, with 1 being the lowest and 4 being the most premium). I chose their premium Package 4, but the admission and scholarship they provided didn’t fulfill the benefits of Package 4. I could have easily achieved similar results with Package 1 or 2. Now, I am asking for a partial refund and am willing to let them keep the amount for Package 1. However, they are making excuses and citing their no-refund policy. I need help getting my money back.
