How to fight false evidence and harassment from phone hacking?

Hi, I’m asking this because I want to know how to fight against falsely generated evidence in a fake sexual abuse case. They have hacked my phone and are tracking my location to create completely fake proofs. Not only my phone, but even my family members’ phones have been hacked. We’re being threatened offline as well – they say if we file a police complaint, they’ll put us in jail with false cases. This hacking and harassment has been going on for the past 3 years.
