What legal actions can I take to recover my money?

A friend has not returned the money. I don’t have any proof because I gave 45,000 rupees in cash. Now, the person does not answer calls or SMS, and it has been almost 8 months. Additionally, an agent cheated me by taking money for an SG IPA. After canceling the IPA, the friend arranged the money for me, and I sent money to another account in India. I have proof of all transactions. In total, I gave 2,000 dollars to Singapore and 1,30,000 rupees in India. The friend has not filed a police complaint or informed anyone, and 8 months have passed. I am still waiting for any construction company to send me an IPA, but it seems like bad luck.
