Can I send a legal notice for non-issuance of relieving letter?

I Resigned from one of the MNC on 9th Dec 2021 ( I have an email ), but due to COVID was unable to server the notice Period, I Requested the Manager for Early release for buy-out Option but he denied for which left the Organization, Now coming back to present my future employer is requesting for Reliving Letter, Upon requesting to issue reliving letter to the Company HR team denied, Can we send Legal notice or take this up in Labor Court ?

Sir, as you resigned from the MNC, and due to COVID, you couldn’t serve the notice period, you were within your rights to request an early release. If the company is refusing to provide the relieving letter despite your request, you can send a legal notice to the company demanding the release of the letter, citing your resignation and email communication as evidence.
