Leave Encashment of 240 days on retirement

I Vijay Bhaskar Hiwale retired as Mech Gr I on 31-7-2019 on attaining age of superanuuation i e 60 years. At the time of retirement Earned Leave of 300 + was tp my credit. However office refused to grant encashment of 240 days on the ground that I was granted leave encashment of 240 days in 1995 while in service. However it is brought to your kind attention my other colleagues at par got leave encashment after their retirement. I made lot of correspondence including PMO.
