What are the legal and ethical considerations in recruitment?

Sir, Various recruitments were advertised by SSB, Daman and Diu and merit list was also published for same. There was issue regarding additional 20 marks to domicile candidates in which CAT tribunal, Mumbai has ordered to prepare revised merit list excluding such additional marks in 3 months . Also the matter was challenged in Bombay High court and High court passed order in favour of above judgement by CAT As mentioned in order revised merit list was to be prepared within 3 months but same has not been prepared after passage of 1 year. What kind of legal procedure could be initiated in such case?
