Am I eligible for OBC-NCL with parents' government jobs?

My father is a UP PWD engineer (Group B) and my mother is a UP government primary school teacher. Am I eligible for OBC-NCL?

Based on the All India Services Rules, since both your parents are Group B government employees in UP (your father in PWD and mother in education), you would not be eligible for OBC-NCL status as children of Group B officers are automatically considered creamy layer. The income criteria are irrelevant in this case since the exclusion is based on parent's service category.
