Can we file an FIR against our neighbor for harassment?

We are being severely harassed by our neighbor, an electrician, causing significant mental distress to my family and me. He is dumping dust in front of our gate, bullying my deaf and mute brother, making fun of my mother’s voice (which is affected by a condition), spreading false complaints to our relatives and neighbors, telling our tenants to vacate the premises, sending children to lock our door from the outside, tampering with our meter box in our absence, trying to force us to install CCTV cameras, and provocatively parking his Activa scooter in front of our gate to instigate a fight. We feel threatened, intimidated, and helpless. Can we file an FIR against him to resolve this issue legally and peacefully?
