Does my OBC status qualify for Non-Creamy Layer benefits?

Hello Sir, I hope you are doing well. My father joined the service at the age of 31 in 1989 by clearing the BPSC as a Sub-Registrar in Grade B and was promoted to District Sub-Registrar after turning 40. He retired in 2017. My caste is listed in the central OBC list, so will I fall under the NCL (Non-Creamy Layer)? Currently, my father receives a pension of ₹61,000 per month, and my mother, a housewife, earns rental income of around ₹6-7 lakhs.

Based on your father's service history, he was a Class II officer before 40 and later promoted. As per OBC-NCL criteria, if a parent enters Class I before 40 or serves as Class I in the last three years of service, the applicant is ineligible. Rental income isn’t considered.
