How can I perform Inter-state marriage?

My brother in law wants to get married in hyderabad. He wants to do a court marriage with our community girl here and we all are from haryana. But currently residing here. So wanted to know if that is possible and also my brother in law and his going to be wife are not currently living with us as they are working from different places. So first is it possible to get married here considering they have different state address and proof and what if yes, what is the procedure to get married here. Can we submit the marriage application on their behalf and could they just get come and get married at the given date. Thank you!
