Is payment receipt mandatory?

Hi my question is that if any private institutions makes up a rule, and on breaking it a fine [100 rupees for example] is to be paid. So is it important for the institution to issue a receipt after payment of fine and if not what legal step must be taken or is there any legal law for the same ie is receipt mandatory to pay a fine for amount more than 20 rupees and if not according to which section/law is the institution or person be held liable?
