What is the draft menstrual hygiene policy?

Hi sir. I am in second day of my periods, due to some civil case police came to my home and without any ladies constable they took me into the PS,and they said it's just a 10mints work, they don't have any complaint on me. So I went with them. But I waited there for 6 hours morning 6 to 12PM without changing my sanitary pad. I asked lady constable multiple times about my issue but she said very simple we dont have, we dont carry. I explained my situation and ask them to sent me to my home but they disagree. I felt very insecure. We cont hold it for that long time, it's very uncomfortable Can I file any case or how can I get justice that was my basic need.
