Illegal Possession of Rented property

We are tenants of the Municipal committee, Ambala, Haryana for more than 20 years paying rent, all receipts in our name, electricity bill and have a trade license in our name. Our relative has done kabza and is not vacating. it. How to proceed? Time period is approx, 8 years. Can we go to the police and ask for help, (we are not the title holder, but tenants of the municipal committee) without going to court? Is there any law that asks the committee to get the property back to the original tenant? Is there any provision on the Special relief act for the municipal committee properties?
