Is possession certificate valid for absolute land ownership?

A possession certificate for a parcel of government land (300 square yards)downstream of a reservoir is issued by an authority ( based on public enquiry) in year 2003 which came under government ownership ( 15 acres)in year 1954. Is it (possession certificate) a valid document of person absolute ownership. A third person complaining about his illegal occupation and I have to report in this regard.

A possession certificate only proves that the person has physical possession of the land, not ownership. Since the land belongs to the government, a certificate from 2003 does not give the person legal ownership. If a third party is complaining about illegal occupation, the government can reclaim the land, as the certificate does not grant title or absolute ownership rights.
