I hit a person riding a bicycle. (Pt1)

Okay so I will explain the whole situation from the beginning. I am Underage (17) I was in my car driving alone it was raining heavily , i approached an uncontrolled intersection with no lights and no stop signs I was driving very slowly (20-25km/h) at max there were no lights on the intersection suddenly a bicycle came right infront of me from my right side i applied the brakes there was a person on the bicycle ( he was heavily drunk) he had his child on the front bar of the cycle , i managed to brake in time, both of them were sound no injuries nothing they didn't even fell off the cycle , i parked my car to the left and went to see the damages as I was in a car I didn't bother to check my car I took a look at his bicycle ,his pedal was bent ( could be easily repaired on the spot , which he did when I left) i apologized for my mistake by the way there were no reflectors on his bicycle I was able to see him only when he came directly infront of my front bumper , he straight away asked
