About refund for a program joined

I joined HCl tech bee program by HCl technologies which provides a job to 12th pass student followed by 1 year internship in which they give 10000 stipend for 6 months. They charge 1,18,000 rs for joining into this program. Initially 30000 is paid then loan starts. I paid 30000 and my kit came for training purposes. It was a laptop bag. No after 1 month of training assessment came i was trying to quit the program so I failed in 3 attempts. Our hr said to me that If i fail then they will refund my 30000 rs. I have voice recording as well. Our learner support mam also said that. But now they said me that this rule is changed you won't get any refund and have to surrender the laptop. Please help me i have available documents to show you. Like offer letter, payment receipt. And recording.
