How can I take my money back to the person whose cheque bounced multiple times?

I gave money (via RTGS) to a builder as advance payment for the house. He promised to complete the house in 6 months and give possession in 6 months. But he delayed everything. He also changed the plot to a different location and I came to know from people that it was a fraud. Since he was not making any progress. I canceled the agreement and asked him to return the money. He gave me a check which got bounced. Nearly 2 months have passed after the check bounced and he is not returning the money. Also, he is not picking up the call. Looks like he has blocked me. Please let me know what I can do to get my money back.
