Person not giving money back

I have given 21000 to a person before buying a property with the consent if the property is not finalized then he will return the money after 100 of calls he transfered 10k now 11k is remaining but he is not giving.

Hello sir,

send a legal notice to the person  who is not giving you the money and then also he don't does the same go and lodge complaint against that person.
