What is the process to reopen the closed case?

Hi, I am the complainant and have withdrawn the cheque bounce case mentioning that mutually agreed to settle matter out of court and on same day of withdrawal of case we (accused) entered into agreement on stamp paper with terms of payment. However now after 2 weeks of time he started not responding to messages and calls, can you please advise if I have choice to request court to reopen the case? Regards
