Can I register my marriage offline under Section 16 of Special Marriage Act?

Dear Sir, I married in a social celebration a foreigner and had been living abroad with my husband and had three children. Now I need to register my marriage under the Special Marriage Act of 1954. However, the website for the marriage registration does not have any option of registering a previously celebrated marriage with a foreigner (it has, under section 13 option for a new marriage with a foreigner). I need to register under the section 16 of the Special Marriage Act. Is there any option of registering OFFLINE our marriage (with the inclusion of names of my children) under section 16 of Special Marriage Act? Thank you.
