Can strict action be taken against the harassing station officer?

I wish to bring to your attention that one station officer is reportedly harassing the youth in our village without cause. Despite the absence of any crisis or issues in the area, he is unnecessarily provoking residents and restricting their freedom by not allowing them to leave their homes in the evening, affecting those going to the gym, conducting business, etc. I request that strict action be taken against him and that he be counseled appropriately.
