Can I file a consumer court complaint against low surrender value?

I am a middle-class individual from Andhra Pradesh. On January 1, 2021, I purchased a Postal Life Insurance policy from the Indian Postal Department, with a monthly premium of ₹2,750, excluding GST. I have been regularly paying this premium; however, I have recently encountered urgent financial needs, prompting me to consider surrendering my policy. To my surprise, I learned that I would receive only 35% of the total premiums paid upon surrendering the policy. This is particularly concerning as I earn a modest income of around ₹15,000 per month. Given the financial strain this places on me as someone from a below middle-class background, I find it difficult to understand why the surrender value is so low. Is it possible for me to file a complaint in consumer court regarding these regulations set by the Insurance Regulatory and Development Authority of India (IRDAI)?
