Consumer case against Indian railways

I have a question regarding the procedure to file consumer case on chennai railways for the poor service in railway for reserved passengers.There were lots of unauthorized without ticket men like a city of people in one sleeper coach train named Rapti sagar running from Chennai to Coimbatore at around 11:30 pm.Those unauthorized men were occuping our reserved seats and when we claimed our seat they stubbornly refused.Both Railway police and TTR refused to executed their duties and was so lethargic in answering.we reserved for sleeper but we somehow managed to get 1 seat for 3 girls and the sat for whole travel and it was so scary to travel having all those creepy eyes on us and those without ticket men was passing so many comments which is a eve teasing..As a consumer of service from railways,we have been refused our right to travel safely and right to claim our seats for which I want to file a .So,Kindly guide me with the procedure to file case .
