How can I get refund of advances for house construction?

The Land is 30Ft x 30Ft that is 900Sq. Foot area. The Contractor gave me quotation with material rate Rs.1950/- Per square Foot. I asked contractor to quote me without material rate. I gave advances of Rs.700880/- To Arvind Kumar Jyoti and Rs.1820000/- to Mr. Pralayankar (In the Account Of Mrinalini Raj) and incurred myself To the Tune of Rs.354227/- for completing balance work. The Total Cost of building Ground Floor House come out Rs.2875107/- and per square Foot Rs.3195/-. The Cost of First floor house with Material contractor himself quoted Rs.1950/- per square foot and as per prevailing standards Rs.1800/- per square Foot is highest. Sir I want contractor to return my balance money which comes out to Almost Rs.11 lakh.
