Can police take action without FIR?

I am writing this to let you know that the police officials of Hyderabad city are deliberately targeting my family and me personally. I have already done the background verification and found that there no cases registered against me till date and I was not sent any notice to my address either. I am 100% sure that I am under 24/7 surveillance and I suspect two people namely (Vasu Iyengar who is a high court lawyer and Anusha Veldanda) involved in this crime. Both are outsiders and have got no business in intervening in my personal matters.
