Your husband may apply for a passport for the meeting in Bangkok but might need a No Objection Certificate from the court as a criminal case is still pending. The Supreme Court held that mere pendency of criminal proceedings is no ground to deny a passport and that no such action should be there, which could be coercive in nature. He may make an application before the court for the issuance of a No Objection Certificate, mentioning the case details. He can now proceed to pursue his application for the passport and his travel plans, if his application is successful. He should also solicit the services of a lawyer.
