Crime between 2 Countries
Suppose there are 2 enemy countries which do not have extradition treaty. Lets take example of India and China. Suppose I am an Indian and a Chinese hacker hacks my phone a steal my personal data and blackmails me. Is there any possible legal action against him? Or if I being and Indian commit a cyber-crime such as hacking, fraud, blackmailing etc against a Chinese or Pakistani, then is there any legal action possible against me?
