What happens if court closes the case with a fine to me. Will I have criminal records in the public data base.

In India, you cannot have a criminal record on hand. You'll have to investigate or use an agency or detective. It is very difficult to get someone's criminal record in India. Unlike in the United States, criminal records are not made public. 

As you were convicted, the records will be maintatined and thus records will  also be saved but it's difficult for a person to know about your records.

The Supreme Court has ruled that an indicted individual may or may not be employed in government work.The discretion rests with the employer. However, it is the employer's duty to conduct a full background check of the applicant before making a decision.
