Legal notice for misbehaviour

Can a legal notice be given for misbehaviour against a Government servant including administrative staff in quasi judicial and judicial offices and is misbehaviour with a visitor in a Bank or Government office a criminal offence ?

Yes sir,

you can send the legal notice to the  govetment employees too, if they misbehaved.
