What can I do when the police don't arrest the accused already booked in FIR?

A incident takes place on 12th of march, where 3 women and 1 men attempted to murder a women,but by chance she survived,the people who are done this crime belonging to political and dabang background, after that she reached the ploice station for fir, police takes 10000 ten thousnads rupees to file a fir. Under the pressure the doctor makes the injury very simple, on its almost 2 and half months no one arrested, when she called police why are you not arresting then he said i will taking the permission i think police is sold out, what should i do now.

police may has not taken the case under cognizable offence. Get the copy of FIR also advise her to report higher official that she needed to pay rupees for filing of the FIR. Once you get the copy of FIR you can approach the court for the complaint. Court can order the police for the arrest and registration of the case.
