What is an inspection application in court?

This is a case of forgery, tampering of judicial records wherein some reports under sealed envelope were changed in trial court records. Has been done in collusion of court staff. Applied for inspection of reports so as to verify the actual signatures, and also forensic examination of the reports. Court denied. Isn't that strange? Court asks for law/ rules/ judgements that evidence that sealed cover reports must be shown. Ironically some extracts of that report relied upon in judgment but court not allowing inspection of actual report. Suggest legal remedy. Which rules of inspection permit inspection of sealed cover papers? Any judgments to that effect? TCR is in High Court presently.

A legal concept known as sealed cover jurisprudence (SCJ) is the practise of submitting private or sensitive information to a court or tribunal in a sealed envelope or cover that is only to be opened and read by the judge or judges assigned to the case. Rule 7 of Order XIII of the Supreme Court Rules states that no party may access the contents of any information that the Chief Justice or the Court directs be kept under sealed cover or is of a confidential nature, unless the Chief Justice personally orders that the opposing party be permitted access. If it is determined that the public's interest would not be served by its release, the information may be kept private. Indian Evidence Act of 1872, Section 123 State-related official unpublished papers are protected, and public officials cannot be forced to reveal them. When information's dissemination might be hindered, that is another situation where it might be sought in confidence or secrecy.
