Why are punishments under IPC 409 and 467 sometimes less?
I have read in some legal books that the punishment in IPC 409 is up to life time not less than 10 years. Same thing I Have read about IPC 467 but I have seen in some cases session court given punishment in above sections less than 10 year however it is minimum 10 years.

Nope it's totally depends on facts nature of crime and intention sometimes accused take discharge also from the court
