Can a complain be filed against a father for not taking care of his girl child?

Father is completely ignoring the Care taking of the physically handicapped Girl and her mother was expired. Father has married another woman (whose husband also expired). She has two Children. Father is taking care of them and ignoring this girl child? Is there any penal provision as per any act?
