Can a government employee demand alimony at the time of divorce?

My elder brother who is very kind and nice guys is having tough life with her spouse. She is a government teacher and since day 1 wants my brother to get separated from my family and have made our life hell. They have a 3 years old daughter. We gave it someone to see if things improves but it's getting worse. My brother earns less than her and doesn't own any property himself and having some loans on him while she is having a property of herself. Can she still claim alimony being a government employee and given her financial situation is better than ours?
