How do I deal with mental and physical torture from others?

Iam living with my 2 sisters and physically and mentally ill mother in my grandparents house which belongs to him.my relatives frequently visits us our home who are mentally torchuring us for years with no definite reason. They are just doing this to feel happy by suffering us.we have made many peaceful agreements many times but they are repeating it again and again.everyone in our place supports them because they have money and properties. We can't tolerate it anymore as we can't focus on our career and my mom is taking mental health treatment.my father died many years ago and we don't have any money to leave the place .we requested them many times to just some time to make money and leave that place permanently but they are doing this wantedly just to torchure us .Is there anyway to proceed legally because local police doesn't respond rightly?
