For the OCI to marry an Indian citizen, he does not need to go through the courts for marriage. He can enter marriage following Hindu traditions as long as he conducts the "Saptapadi" ceremonies in front of himself and his partner. However, if he desires the marriage to be acknowledged by Indian law as well, they must register it under Indian law. The registration is done at the local marriage registrar.
