Why does the transport department require an undertaking for release?

My car was seizing from my parking place by transport department at Delhi. This vehicle is register under RTO of MP. Now I have to submit an undertaking stating that vehicle will not enter Delhi to get it released.

If the Delhi Transport Department has confiscated your vehicle, you will be required to provide a written undertaking that the vehicle would not be driven or kept in Delhi. Since it is registered under Madhya Pradesh, a photocopy of the Registration Certificate and ₹10,000 as penalties and towing and parking will be required. Ensure you observe these terms to enable the releasing process, without further penalties. Failure to observe the undertaking may cause future impoundment of your vehicle.

You will need to submit an undertaking wherein you declare that the vehicle would not be driven or parked in Delhi. Especially in the case of vehicles registered outside Delhi. For example, you are from MP, your case. Additionally, you will need to submit a photocopy of the Registration Certificate of your vehicle and pay all due fines. This can go as high as ₹10,000 for cars. Ensure that you meet all these requirements to enable the release process and avoid additional penalties or complications regarding your vehicle status in Delhi.
