Can I claim incentive for acquiring higher qualification?

I was granted two increments w.e.f. 1.1.2009 on acquiring the degree of MBA during my service in PSU as per the policy. Later on, the policy was changed and according to new circular published on 25.3.2010 the policy was discontinued w.e.f. 1.1.2007 whosoever was granted increments on acquiring higher qualification after 1.1.2007 recoveries were made. Case was filed in high court of Kerala by few employees and judgement came in 2017 that whosoever was given increments prior to 25.3.2010 would be entitled for the increments which they were enjoying prior to that. I kept on waiting for my re-pay fixation to be done. But HR is delaying my case on the ground that the University and institute's recognition on DEB site is not mentioned in the year 2005 (the year of my admission in MBA). But they are not replying. Please advice what to do?
