How many days can a Government employee take medical leave?

I am a government school Lecturer and my husband is also employed in government service. 1 year back he suffered from a medical condition which made him bedridden for around 6 months and currently he is undergoing therapy for recovery. But he is not able to do his daily tasks independently and requires someone for everything. And keeping him alone brings risk of falls and injuries. Due to these conditions I had applied for earned leave till now and there are still earned leaves left in my credit but education department authority is saying that I can't take more than 180 days of leave at one go even If I have leaves in my credit. My application for allowing me leaves left in my credit has been rejected by the department but I can't join the duty till my husbands recovery. What option can I opt ? Can honorable high court in my state allow me to take leaves left in my credit and after they are exhausted can I remain on leave without pay for some time till my husbands recovery?

Employees get a maximum of 15 days of paid sick leave per year under the Central Civil Services (Leave Rules) Act of 1972. For prolonged illnesses, up to 24 months of medical leave can be granted.
